I've used this website for years to simplify the legalese of amendments. They give a Cliff's Note version explaining the amendment without bias or indication on what their feelings are on the proposed amendments.

As far as libraries go this one is pretty nice. It's muffled the sound to the outside creating a quiet environment and even has comfy couches and charging stations for students in need of BP!
